Culture & Development Evaluation Toolkit

The British Council believes that culture contributes to the building of peaceful, stable, sustainable and equitable societies and communities.
The Arts and Education and Society Strategic Business Units are currently working together to develop a Culture & Development Strategy, which will bring together British Council work around the world that uses creative and cultural means to achieve development goals. Itad is developing a Monitoring & Evaluation (M&E) Framework to begin measuring the Strategy – looking at how and in what ways culture can contribute to development outcomes like behaviour change, inclusive institutions, and well-being.
Itad first conducted an evaluability assessment of the Culture & Development strategy, to examine existing M&E data and systems within the British Council and assess its strengths and weaknesses. The findings were used to develop a Culture & Development toolkit for British Council staff. This included a revised Theory of Change for Culture & Development, and practical M&E guidelines and data collection and analysis tools designed to meet the specific needs of project staff as well as the challenges of measuring cultural and artistic impact.Image © View from the South Downs Way above Wilmington, Sussex.
