Education Sector Budget Support Evaluation Programme in Zambia

From 2013 to 2016, the UK will support the improvement of education quality and participation of girls in the education system in Zambia through effective implementation of the Government of the Republic of Zambia’s (GRZ) Education National Implementation Framework (NIF) Phase III.

DFID is investing £37.5m of UK aid, combined with £21.7 million funding from the Global Partnership for Education (GPE), to leverage step changes in the effectiveness of the GRZ’s £3.2 billion investment in education during the period. Although support to the education sector has been on-going through General Budget Support, the Sector Budget Support is a new instrument for DFID and GPE in the education sector.

Itad is carrying out a multi-year evaluation that seeks to strengthen the evidence base needed to inform and guide this process, through:

  1. Carrying out a summative evaluation which reviews and determines the effectiveness of Sector Budget Support (SBS) as an aid modality in the education sector
  2. Carrying out a formative evaluation which assists the GRZ to evaluate elements of its own policy related to teacher deployment and retention

In order to contribute to better practice in the provision of sector budget support and in the delivery of policies aimed at improving the quality of education, both in Zambia and in other contexts, a key requirement is to widely communicate evaluation findings at appropriate points throughout the assignment.
