Evaluation of South Caucasus EC/CoE Joint Programme

Itad conducted an end of project evaluation of the European Commission (EC) and the Council of Europe (CoE) Joint Programme in association with the International Centre for Human Development (ICHD), Armenia and with consultants from Georgia and Azerbaijan.
The main aim of the Joint Programme was to enable the relevant authorities in Armenia, Azerbaijan and Georgia to reform the relevant legislation, strengthen the protection of human rights, and improve the functioning of democratic institutions. The objective of the evaluation was to provide guidance on the performance of the programme, specifically to provide information to be used to identify a further programme of assistance to the region.
The evaluation focused on relevance, achievement of results and managerial efficiency of the programme. The Relevance issues included the process of identification of regional and country needs; risk analysis; appropriateness of the programme priorities and objectives; and, flexibility of the programme to respond to new and changing needs.Image © Armenia, Nature.
