The overarching objective of M4D is to help increase progress towards the MDGs in Nigeria. In order to achieve this, M4D aims to make policy-makers and service providers more accountable and responsive to citizens. The programme is to run for six years from mid-2012. M4D is targeting approximately 650,000 beneficiaries in three Northern Nigerian states, among them at least 30,000 adolescent girls.
Our approach
We have been working to deliver a technically robust evaluation with high-quality management arrangements and a tailored approach to meet the lesson learning requirements of the programme. The theory-based evaluation utilises a household survey, longitudinal case studies and triangulation with other sources (including the M&E data of M4D) and is being delivered by a core team of M&E experts, data analysts and research assistants and supported by survey and case study teams as well as several peer reviewers and statisticians.
The team is structured in such a way that the core evaluation management oversees the work of the two sub-teams: one responsible for the household surveys, and the other focused on qualitative data gathering and analysis. The evaluation is further supported by a pool of short-term experts who contribute to specific technical areas.
We have built our approach around an existing set of Evaluation Questions (EQs). To assess the overall change across the nine Local Governments (LGs), we are sourcing data through a household survey and then applying a longitudinal qualitative case study approach, which focuses on a sub-set of M4D interventions and enables us to capture government, CBO/ CSO, private sector and citizen perspectives, and assess results in particular contexts. Finally, we are triangulating existing data with secondary sources of evidence. This includes M4D’s own M&E data, and document analysis of policy and other documents.
Outputs
Over the course of the programme, we are delivering a final evaluation report, nine longitudinal case studies (baseline, and subsequent analysis), a case study synthesis and analysis report, a baseline and endline household survey report, a communications and engagement strategy, annual progress reports, and briefings, working papers and web articles.
