Performance Evaluation of the National Agricultural Advisory Services (NAADS) in Uganda

Itad conducted a performance evaluation of Phase I of NAADS, a programme that aims to increase farmers’ access to information, knowledge and technology.

National Agricultural Advisory Services (NAADS) was a Government of Uganda programme that aimed to increase farmers’ access to information, knowledge and technology for profitable agricultural production.

A number of donor partners supported the project, including the World Bank, the European Commission, Danida and IFAD.  In 2007 a performance evaluation of Phase I was conducted by Itad. The evaluation aimed at assessing the programme’s relevance, effectiveness, efficiency and sustainability and its impact on the delivery of agricultural services. The team consisted of 4 international and national specialists as well as a field team who provided an independent assessment of the performance of NAADS. The evaluation included a 3 phased approach of document review, interviews with key stakeholders and qualitative fieldwork using innovative evaluation methodology. The results of the evaluation and the lessons learnt provided a series of recommendations that informed strategic planning ahead of Phase II.
