Provision of Monitoring & Evaluation Services for the Conflict, Stability & Security Fund in East Africa

Itad has been contracted by the Foreign and Commonwealth Office (FCO) to deliver monitoring and evaluation (M&E) services across UK Conflict, Stability & Security Fund (CSSF) programmes in East Africa. The CSSF is a funding mechanism which supports the UK Government’s work in addressing conflict and fragility globally, under the direction of the National Security Council (NSC).

Itad is working in partnership with Altai Consulting to establish a M&E unit that will support the development of a set of mixed methodologies in order to appropriately capture the effect that the programmes and their interventions are having. Given this is the first year of the CSSF and many of the programmes are still in their inception phases, the unit will support programme teams in ensuring that effective and agile results frameworks are in place across the strands. Given the time lag of impact of most conflict and stability programmes, the M&E Unit will develop rigorous mechanisms to track the trajectory that interventions are having.

The M&E unit will work alongside the CSSF programme teams to generate information about the impact of programmes in East Africa on high-level strand objectives in order to inform design and prioritisation of future programming. The unit will also provide an assessment of the impact of CSSF programmes against cross-cutting regional UK goals.

Learning lessons about what works and does not work is increasingly high on the development agenda and as such the M&E Unit will develop a framework for measuring and capturing reasons for the performance of any set of interventions. In support of effective programming and ensuring value for money, we  will develop a transparent and robust M&E process that stops or intervenes to redesign interventions that are on the wrong track.

This contract is led by Itad, working in partnership with Altai Consulting. We are also drawing on support from our partners Konung International and WYG.
