Plan UK, Independent Progress Review of DFID PPA Funding – Building Skills for Life ‘Empowering Adolescent Girls through Education’

Programme Partnership Agreements (PPAs) are one of the UK Department for International Development’s (DFID) main support mechanisms to Civil Society Organisations (CSOs). The PPAs are strategic level agreements based around mutually agreed outcomes and individual performance frameworks against which the organisations report on an annual basis.

Our role

In 2012, all NGOs receiving support from DFID under the current PPA scheme (2011-2014) were required to conduct an independent mid-term evaluation of their grant’s performance.  Itad, in collaboration with Ipsos MORI, were commissioned by Plan UK to carry out their mid-term evaluation covering the first 15 months of the 2011-2014 grant period.

This mid-term review covered: evaluation strategy, value for money and impact evaluation for civil society organisations, girls’ rights and gender equality, and was underpinned by robust research.

Our approach

The approach included: an inception meeting, rapid document review, evidence collection through interviews and workshops with the Plan UK management team, 3 in-depth project case studies with qualitative and quantitative methods for gathering data.  This was followed by the analysis, reporting and presentation/dissemination of findings.
