European Commission – Evaluation of European Training Foundation

The 4-person team drew up an evaluation framework to address the key evaluation questions, undertook a desk study review of documents, interviewed key ETF and Commission Staff and carried out field visits to 4 case study countries in Europe, North Africa and Central Asia.

The specific objectives of the evaluation were to assess the extent to which the commitments made by the Foundation in its 2002-2005 Work Programmes and Action Plan had been achieved; to review the management and governance structures of ETF and to provide useful lessons and recommendations for the challenges facing the ETF in its programming phase 2006 – 2008.
