Tanzania Performance Management System Mid-term Review

Our role

Itad was contracted by the Tanzania President’s Office to assess the extent to which the Programme was progressing towards the achievement of its primary goals and objectives.

Throughout the review special attention was paid to the installation of Performance Management Systems (PMS), which represented a major Programme focus. Itad assessed the performance management system and made recommendations for future strategy and results-orientation in the context of wider government financial and local government reforms.

Context

In Tanzania, civil service reform was initiated in 1993 and has contributed to reducing the size of the public service, introducing controls on the wage bill, decompressing the salary structure, as well as initiating the process of decentralisation. The successor Public Service Reform Programme (PSRP) takes a long-term perspective of eleven years and is divided into three main phases.
