Itad was contracted by the Social Development Foundation to design and implement a process monitoring system, which aimed to provide regular information to project management on the key processes in the implementation of SIPP, such as how community development committees are formed and operate.

The process monitoring system provided feedback on the quality of project processes according to a number of quality criteria, including process transparency, accountability and sustainability.

The Government of Bangladesh used a World Bank loan to implement the Social Investment Program Project (SIPP) to test and support alternative methods of service provision and financing to increase poor people’s access to small-scale social and economic infrastructure and services. SIPP supported access to local infrastructure and basic services through implementing community-driven and private provisioning of small-scale infrastructure works and social assistance programs.
