Itad, contracted by the World Bank, was working with all the relevant Ministries and Agencies to analyse the then-current situation in terms of how M&E is resourced, how it functions within and between organisations, where the information flows from and to, and how the information provided through M&E is used to influence policy, budgetary and operational decisions.
The World Bank provided an Institutional Development Grant to the Federal Government of Nigeria to strengthen the capacity of the MDG Implementation Committee. This cross-governmental committee, headed by a Special Adviser to the President, was established in 2005 to manage a Virtual Poverty Fund that allocates debt relief funds to specific MDG-related programmes within the Federal budget.
