The Kigali Cooling Efficiency Program (K-CEP) was launched in 2017 to support the Kigali Amendment of the Montreal Protocol. Its purpose is to help developing countries transition to energy-efficient, climate-friendly, and affordable cooling solutions. Key funders of K-CEP include the Children’s Investment Fund Foundation (CIFF) and Climate Works Foundation.
Our role
Itad has been commissioned to help develop a better understanding of K-CEP’s role in promoting energy efficiency in the cooling sector. The emphasis of this work evaluation is on K-CEP as a whole, rather than any particular grantee or grantees. The scope of work covers not only progress against objectives, but also the appropriateness of the operating model in achieving results. The evaluation is working towards 4 objectives related to Outcomes and Impact; Funder collaboration; Strategy; and the Efficiency Cooling Office. Recognising that there is the potential for the evaluation to take many different directions, we are keen to ensure that the evaluation reflects K-CEP’s current priorities so that we can surface the most relevant lessons for the team
Our approach
The evaluation is structured in three phases over the course of approximately 2 years, providing several moments for learning and reflection. Phase 1 of the K-CEP evaluation is focused on how well the K-CEP strategy, processes and results framework are set up to deliver and measure success. We are delivering a midterm evaluation, assessing progress thus far, and delivering early lessons and recommendations for course correction. This is an exploratory and learning-oriented exercise, which will be followed by a more in-depth assessment of results in Phase 2. There will be a period of approximately 18 months in which the evaluation team supply ongoing analysis to support K-CEP’s management. Finally, there will be a summative evaluation which draws together the findings over the previous period in order to deepen understanding of the ways in which K-CEP has achieved change and to provide recommendations to support the next stage of K-CEP’s delivery.
The inclusive nature of this approach will enable us to work closely with K-CEP stakeholders. In so doing we will ensure that the resulting product will be understood by everyone that participated in the process.
