The Paris Declaration on Aid Effectiveness endorsed in 2005 is a landmark international agreement and the culmination of several decades of attempts to improve the quality of aid and its impact on development. The Accra High Level Forum in 2008 adopted an Agenda for
Action to accelerate progress toward the Declaration objectives, and strengthen or sharpen a number of commitments. This report summarizes the findings, conclusions and recommendations of an independent evaluation of the “Paris Declaration Implementation at the African Development Bank”. The Evaluation is part of a series of donor and partner country evaluations undertaken as part of the global evaluation of the Paris Declaration commissioned and overseen by an International Reference Group. The Group comprises representatives of donors and multilateral agencies, partner countries and representatives of civil society.
