This brief presents the framework developed by the Itad team to assess transformational change based on insights from the award-winning evaluation of Transformational Change in the Climate Investment Funds.
The innovative framework centres around the concept of indicative signals, considering three aspects of transformational change: stages, dimensions and sector or theme. Early, interim and advanced signals are characteristics that demonstrate progress toward transformation.
The brief is intended as a learning-oriented overview that provides ideas on how signals could be developed further. It is hoped that the framework will serve as a useful resource for the CIF, alongside their own results frameworks and indicators, and that they will discuss it with recipient countries and other stakeholders.
