The UK’s Conflict Stability and Security Fund (CSSF) is designed to provide strategic UK investments that combine a whole-of-government approach to catalyse conflict prevention, stabilisation and peacebuilding in fragile and conflict-affected settings. As one of the largest funds of its type in the world, the CSSF recognises the importance of accountability, adaptability, and a strong evidence base from which to inform its programme and policy decisions. As such, it has prioritised Monitoring, Evaluation, Research and Learning (MERL) across all key regions where it operates.
Our role
Itad is leading a consortium to provide MERL services to the CSSF, across South Asia. The majority of activities will take place in Pakistan but we will also support CSSF Posts in the wider region, mainly Afghanistan, Maldives and Sri Lanka.
The CSSF programmes cover a number of thematic areas such as democracy and rule of law, preventing extremism and promoting stabilisation, and engages with a range of implementing partners. These include, amongst others, UK departments/agencies; international, national and local non-governmental organisations; private consulting firms; and multilateral organisations.
Itad’s work for the CSSF includes providing targeted MERL training and capacity support, advice to CSSF teams on MERL systems that are led and owned by HMG, as well as independent external services, which may include primary and secondary research, third party monitoring and verification, measuring impact through customised tools, independent evaluations and reviews.
