Itad has a strong track record of working with governments in the conflict prevention and diplomacy space. We believe that understanding the impacts of diplomatic engagement is critical in delivering effective and integrated assistance and programming in conflict and stabilization settings. Through measuring diplomatic engagement these impacts can be translated into learning for ongoing and feature peacebuilding efforts. As a key learning partner for US, UK, and Canadian governments in this space, Itad is looking forward to sponsoring Peacecon 2024.
We are strengthening peacebuilding and conflict prevention efforts, globally
- Itad is currently working with the United States Institute of Peace and the US Dept of State’s Bureau of Conflict and Stabilization Operations (CSO) to provide evidence and expertise on how to measure diplomatic engagement in support of the Global Fragility Act (GFA) and the S. Strategy to Prevent Conflict and Promote Stability (SPCPS).
- We are supporting USAID to enhance its effectiveness in preventing and countering violent extremism, peacebuilding and strengthening democracy, human rights and good governance in West Africa.
- We are providing monitoring, evaluation, research and learning services to the UK government’s International Security Fund (ISF) fund. ISF addresses emerging and long-standing threats to national security and serious and organized crime overseas through an evidence-informed approach.
- Building on ISF experience, we are developing a flexible political access and influencing (PAI) measurement framework and toolkit for the Canada Fund for Local Initiatives, which aims to advance PAI in development projects in over 150 countries.

This panel discussion will explore innovative tools and approaches for measuring Diplomatic Engagement (DE) under the US Global Fragility Act (GFA).
Experts from Itad and USIP will share insights from their work, highlighting practical tools that include the Political Access and Influence (PAI) Framework and Outcome Harvesting. The session aims to:
- Raise awareness of integrated approaches to measuring diplomacy
- Build participants’ understanding of tools for DE measurement
- Create meaningful conversation around the importance and impact of measuring DE
Participants will gain practical knowledge to assess DE’s impact and contribute to global peacebuilding efforts through robust measurement strategies. The session will feature a panel discussion from experts as well as interactive discussions and audience engagement to foster a participatory and collaborative approach to deepen understanding of DE and its measurement.
The discussion draws from an Itad study commissioned by USIP under an agreement with the U.S. Department of State Bureau of Conflict & Stabilization Operations. Itad’s conclusions and recommendations are under consideration by the State Department for use in the GFA context, but do not represent official policy at this time.
