This report presents a review of decentralized evaluations over the period 2009–14. During this period, decentralized evaluations were managed by Global Affairs Canada’s Program Branches, and were intended to support accountability, learning and decision making, as well as lead to improvements in programming. Decentralized evaluations were commissioned and managed within Program Branches, alone or jointly with other donors and focus on Branch-level projects or investments.
The purpose of this study is to provide Global Affairs Canada with an assessment of the quality of decentralized evaluations in order to develop recommended actions for the Global Affairs Canada to improve the credibility, reliability, validity and use of evaluations; and to improve management information systems for storing and sharing evaluation knowledge.
