Emma Hughes

Consultant

Emma joined Itad in 2024 as a consultant in the Inclusive Growth and Climate Change (IGCC) practice. Emma is an experienced researcher and evaluator with experience in the public, private, and NGO sectors across a 20 year period. She holds particular expertise in qualitative research and evaluation with a focus on climate change, the sustainable development goals, tourism, and community development.

She has primary fieldwork experience in the Pacific, Latin America, and the Middle East. Prior to joining ITAD, Emma worked for a consultancy in New Zealand, completing several evaluations in the Pacific region, most recently an evaluation of New Zealand’s flagship climate change programme in the Pacific.

She holds a PhD in Development Studies specialising in sustainable tourism and community development in Fiji, and an MA in Development Studies with a focus on gender and urban development in Chile.
