Evaluation of Irish Aid’s Country Strategy Paper for Uganda 2007-2009

Since 2000, Uganda has been Ireland’s largest recipient of development assistance. The type of aid used is dominated by budget support and activities range from human development to governance and economic management.

The evaluation

Itad led this evaluation, which sought to provide Irish Aid’s Senior Management and Country Team in Uganda with an assessment of the Country Strategy Paper, using the OECD-DAC criteria of relevance, efficiency, effectiveness and impact. The 5-person team undertook a literature review and field visit to Uganda to interview development partners, NGO and government representatives and beneficiaries. A series of questions were developed to guide these interviews, based on the OECD-DAC criteria. The findings and recommendations were used to support the next Country Strategy Paper for 2010-14.
