This evaluation assessed the reforms undertaken by the African Capacity Building Foundation (ACBF) and its capacity development achievements, indicating which areas performed best and why.
Our role
Itad led this evaluation, which was both inward-looking, assessing reforms undertaken over the period, and outward-looking, entailing a review of programmes and projects implemented under the strategy. The methodology included desk reviews, start-up meetings at ACBF headquarters in Zimbabwe, field visits to a representative sample of ACBF supported projects, interviews with stakeholders, data analyses and the final report write-up. The evaluation highlighted lessons for use in future reforms and for others embarking in large-scale, internal capacity building.
