This project evaluated Norwegian support to African countries in the field of HIV/AIDS over the period 2000-2006. The particular focus of the evaluation was to look at how effective Norwegian support was to countries with generalised epidemics and included in-depth country assessments of three such countries: Ethiopia, Malawi and Tanzania.
The evaluation
Itad led a consortium that included African-based consultancy companies. Core activities included the design and implementation of the evaluation in four phases (inception, main study, synthesis and report writing) and dissemination activities. The evaluation results – which were widely disseminated to stakeholders in Oslo and Africa – enabled Itad to produce an influential Policy Position Paper on Norway’s support to HIV & AIDS as a key output of this project.
