PSNP & HABP: Climate Smart Initiative (CSI)

Itad is part of a consortium led by CARE Ethiopia to implement the Climate Smart Initiative. Itad leads the monitoring, evaluation and learning element of the initiative.

The Climate Smart Initiative (CSI) is an initiative to strengthen two important Government of Ethiopia food security programmes in Ethiopia – the Productive Safety Net Programme (PSNP) and the Household Asset Building Programme (HABP). The CSI is piloting approaches to mainstreaming climate change within significant ongoing implementation.

The PSNP is one pillar of the Government’s Food Security Programme (FSP), which aims to move roughly 15 million people out of food insecurity. The PSNP provides transfers to chronically food insecure households in chronically food insecure woredas in a way that prevents asset depletion at household level and builds assets at community level.

The aim of the assignment

The aim of this assignment is to develop a roadmap for how PSNP and its sister programme, HABP, may be transformed into instruments that support climate change adaptation and mitigation. It has four objectives: a) Strengthening the contribution to building climate resilience; b) Enhancing information flow and local decision making; c) Leveraging climate funding opportunities; and d) Informing future programmes.

Our role

Itad was part of a consortium led by CARE Ethiopia that had been awarded the contract for the programme. Itad lead on the approach to Monitoring, Evaluation and Learning, with a team of six part-time international exerts, and seven full-time national M&E experts. The assignment included setting a baseline for impact assessment in 2017, as well as setting the frame for, and carrying out, an outcome evaluation in 2015. Itad had responsibility for the technical products, overall management and Quality Assurance of the MEL element.
