The Policy Framework for Strengthening Civil Society (SCS) grant instrument, managed and funded by the Dutch Ministry of Foreign Affairs (MFA), supports civil society organisations (CSOs) and women’s funds in the global South – referred to as ‘Leading from the South’ (LFS) funds – in their lobbying and advocacy capacity.

SCS reinforces civil society efforts for policy development and implementation in thematic fields such as climate mitigation and adaptation, Sexual and Reproductive Health and Rights (SRHR) or security and rule of law with particular attention to Women’s Rights and Gender Equality (WRGE) as well as broader, intersectional inclusions.

The grant also aims to promote inclusive and sustainable development using a rights-based approach through influencing change in international and national policy spaces, private sector regulations and societal structures.

Our role

We are providing monitoring and evaluation services to the portfolio grants which fund organisations working across multiple geographies.

We will provide learnings and actionable recommendations to strengthen:

  1. the implementation of the SCS and other thematic grant instruments on WRGE and SRHR
  2. international advocacy efforts by the partnerships

We are providing baseline, third party monitoring and data quality assessments, and mid-term evaluations.
