Since its formation, the Global Fund has helped to fund a rapid scale-up in the prevention, treatment and care of HIV/AIDS, tuberculosis and malaria across more than 150 countries.
The Global Fund strategy for 2012-2016 sets ambitious goals: to save 10 million lives and prevent 140-180 million new infections over the period 2012-2016, with accompanying disease-specific targets.
The review
Itad, in consortium with Euro Health Group and collaborating with the University of California, San Francisco, has been contracted to conduct the mid-term review of the Implementation of the 2012–2016 Strategy and to assess impact made against HIV/AIDS, Tuberculosis and Malaria over the past ten to fourteen years. This consolidated effort is termed as the “Strategic Review 2015” (SR2015).
The SR2015 is the first major review of the Global Fund’s ‘transformative’ strategic framework that was developed to address a changing external funding environment, the need to increase impact and value for money (VFM) of investments, and the recommendations of the High Level Panel report on the Global Fund efficiency and effectiveness.
The SR2015 has significant formative potential; findings will provide the Global Fund Board, Secretariat, the Global Fund Technical Evaluation Reference Group (TERG), funding partners and implementers with a balanced picture of the extent to which the Global Fund reforms are being implemented, are proving to be ‘the right things to do’, and are ‘delivering the intended results’.
The SR2015 will strengthen and sustain the Global Fund’s ongoing and future work – specifically, under the remaining period of implementation of the current strategy, the development of the next five year strategy, and the achievement of imminent corporate milestones such as the 2015 replenishment.
Our approach
We have developed a robust and clear conceptual and methodological approach to delivering this complex assignment which combines both a systematic and structured approach required for an organizational strategy review with the required technical rigour of a global impact assessment across three diseases. This has involved a theory-driven synthetic approach for the review of strategy combined with a systematic triangulation exercise of existing data drawn from different sources in order to assess impact. We believe the approach will deliver the required analytical products to inform and guide the Global Fund and its constituents as it moves forward in the post-2015 period.
