The Global Partnership for Education (GPE) is a global fund and multi-stakeholder partnership focused on addressing the education challenges faced by developing countries. The GPE supports governments to improve equity and learning by strengthening their education systems. It is the only multilateral partnership devoted to getting all children into school for good quality basic education.
The Strategic Plan
The GPE developed a Strategic Plan covering 2016 – 2020. The plan outlines three strategic goals and five objectives that the partnership will pursue over the five-year period. This Strategic Plan, alongside other organisational initiatives, aims to help position the GPE to deliver on the new Sustainable Development Goals (SDGs) for the post-2015 period.
Our role
As part of finalising the Strategic Plan 2016-2020, Itad was contracted to help integrate a global Theory of Change (ToC) and Results Framework (RF) into the plan. The ToC and RF was designed to articulate how the Strategic Plan goals and objectives will contribute to achievement of the post-2015 SDGs at a global level.
Our approach
Itad provided outputs in three main areas, preparing a draft ToC and RF for submission to the GPE board while advising how best to utilise the draft, preparing a final draft in response to discussions at a board retreat, and advising on how best to present the ToC and RF alongside the final Strategic Plan at a board meeting. The ToC and RF were developed in alignment with GPE country-level levers of change and the theories of change, as well as with the results frameworks of support provided to the GPE by individual donors. Moving forward, the ToC and RF will facilitate the monitoring and evaluation of the extent to which Strategic Plan 2016-2020 goals and objectives have been achieved.
