Evaluation of Ireland’s Country Strategy in Timor-Leste

Itad evaluated Irish Aid's support of Timor-Leste focusing on several aspects including civil society support and the promotion of human rights and justice.

Between 2003 and 2008 Irish Aid provided €20.7m of support to Timor-Leste, making it the 8th largest donor in the country.

This evaluation was the first to be undertaken of the programme and focused on support to public sector management, local government development, civil society support and the promotion of human rights, justice and gender equality.

Particular emphasis was given to donor harmonisation and alignment under the Paris Declaration, as well as the OECD-DAC Principles of International Engagement in Fragile States. Itad’s findings and recommendations provided senior management with an assessment of the relevance, effectiveness, efficiency and impact of the two Country Strategy Papers (CSPs).  We also set out the key challenges and emerging opportunities faced by Irish Aid to inform the drafting of the next CSP planning process.
