Evaluation of Sector Support Programme for Community Water Supply and Sanitation

Itad was contracted by the EC to review the European Union funding for an evaluation of sector support for a programme in South Africa’s Northern Province. There was a focus on private sector involvement through a Build-Operate-Train-Transfer contract with large capacity-building component and emphasis on cost recovery.

The programme included over 100 projects distributed throughout the country, some involving physical infrastructure and others capacity-building initiatives, pilot projects or policy studies. Prepared report in EU format, based on a logical framework, with emphasis on sustainability.
