Itad has been contracted by Norad to conduct the first ever evaluation of the Temporary International Presence in Hebron (TIPH).
The TIPH
In March 1994, the Palestinian Liberation Organisation (PLO) and Israel signed an agreement on establishing the TIPH. After several interim missions the TIPH in its current form was established in January 1997 after the conclusion of a bilateral agreement known as The Hebron Protocol, and the two parties requested Denmark, Italy, Norway, Sweden, Switzerland and Turkey to provide unarmed observers, with Norway acting as the coordinator.
According to the agreement the TIPH “will assist in monitoring and reporting the efforts to maintain normal life in the City of Hebron, thus creating a feeling of security among Palestinians in the City of Hebron”.
The aim of the evaluation
The purpose of the evaluation is to assess the performance of the TIPH against the objectives in the mandate, addressing outcomes and possible impact, and to put forward recommendations on how to improve the performance of the TIPH within the scope of the mandate.
Our approach
Itad has composed a team of two international consultants, one Palestinian and one Israeli consultant to conduct this evaluation of the relevance, effectiveness, efficiency, impact, sustainability, risk management and coherence of the TIPH. Our evaluation design is both theory-based and process-oriented, with a substantial amount of time in the inception phase dedicated to reconstructing the theory of change at the time of the establishment of the TIPH through interviews and document review. After presenting the inception report at the Capitals Meeting in Hebron in November 2014 the team is then conducting extensive fieldwork in West Bank and Israel in January 2015 and submitting a final report in May to inform the future direction of the TIPH.
