Evaluation of the UN Capital Development Fund

Itad was contracted to undertake an evaluation of the United Nations Capital Development Fund. Itad followed a comprehensively designed plan, aimed at preparing a final evaluation report.
The United Nations Capital Development Fund (UNCDF) was established as an autonomous organization within the United Nations system for the purpose of supplementing the sources of capital assistance to developing countries by means of grants and concessional loans. The objective of the Evaluation was to assess UNCDF’s performance in implementing the goals and policy directions of the 1995 policy document, “Poverty Reduction, Participation and Local Governance: The Role of UNCDF” – a key element of which was the introduction of local development funds managed through decentralised government.
