Evaluation of UN-Women’s contribution to Governance and National Planning

Following the requirement of UN Women Strategic Plans (2011-2013 and 2014-2017), a corporate thematic evaluation has been launched that will assess UN Women’s contribution over the past six years to governance, national planning and budgeting. Connected with this, a particular focus will be given to HIV/AIDS programming with respect to governance and budgeting.
The purpose of this corporate evaluation is therefore to provide findings, conclusions and recommendations to support accountability, learning and knowledge generation, as well as decision-making. The evaluation is expected to feed into UN Women’s efforts to implement its new Strategic Plan (2018 – 2021), including the implementation of the Agenda 2030 for Sustainable Development and Beijing +20. It should be of use in informing the development and implementation of strategies for GNP at the global, regional and country levels and across policy sectors, including on HIV/AIDS.
Itad is undertaking this evaluation to identify how, and in what ways, UN Women’s theory and practice can maximize its contributions to governance and national planning at different levels and within a variety of geographical contexts. This theory focused evaluation aims to unpack findings from UN Women’s role firstly in the development of norms and standards in conventions; secondly, it will evaluate the fostering of coherence and accountability on system-wide gender programming; and thirdly, review the implementation, maintenance and technical support provided to programming activities at various levels. It is also a forward-looking evaluation in which learning from the past seven years will inform the thinking and programming for the next four years. The evaluation will engage a wide range of primary and secondary audiences, including particular actors working on planning and budgeting relating to HIV/AIDS, in keeping with a utilization focus. The methods used to test the theory of change are: Feminist Political Economy Analysis and Systems Analysis; Contribution Analysis; Realist Evaluation; Portfolio Analysis; Case Study Analysis.
