Review of Quality-at-Entry for the African Development Bank (AfDB)

The African Development Bank (AfDB) is engaged in a process of reform. In 2009 and again in 2012, we were contracted by the Evaluation Department of the Bank to conduct a review of Quality at Entry (QaE).
QaE means the quality of a project at the time it enters the portfolio – that is at the time of Board approval, but before implementation begins.
The reviews were designed to inform management about factors – including ongoing elements of specific policy reforms – that affected quality in the periods preceding the reviews, and to consider what additional initiatives may be needed to enhance quality moving forward.
