Ben Murphy is a senior consultant in Itad’s climate change theme, where he works on evaluations for CIF, WFP, BRACED and the Rockefeller Resilience Measurement Community of Practice.
He is a Deputy Team Leader and Evaluator on Itad’s delivery of a learning partnership for the Forestry Investment Program, exploring how its Dedicated Grant Mechanism works with indigenous peoples and local communities in Asia, Africa and Latin America. He is also leading work exploring how adaptive management can support resilience building.
Prior to joining Itad, Ben spent five years managing M&E projects across Africa, helping a number of organizations generate robust evidence to support their programme designs.

(Climate Investment Fund ) - Deputy Team Leader
Main project features: Deliver a Learning Partnership to perform a formative evaluation of the DGM.
Activities performed: Designed evaluation approach; led sub-focus DGM output; supported the team leader in the overall evaluation management; conducted evaluation missions; designed focus-group process; analysis, reporting writing; presentation of the Review results to FIP sub-committee meeting.
(WFP Office of Evaluation ) - Deputy Team Leader
Main project features: A global evaluation of WFP’s fit-for-purpose for enhanced resilience building.
Activities performed: Designed evaluation approach; led sub-focus on WFP’s programming and information systems (Assessment and M&E); supported the team leader in the overall evaluation management; conducted evaluation missions; designed focus-group process; analysis, reporting writing; participatory recommendation development.
(Resilience Measurement Community of Practice ) - Team Leader
Main project features: Scoping Study into the linkages between Adaptive Management and Resilience Measurement.

(HMG UK ) - Program Manager
Main project features: Complex, multi-sector evaluation including synthesizing evidence from the ICF’s 400+ programs and translating it to knowledge and learning.
Activities performed: Using a learning approach to define the research plan for ‘Capacity building under the ICF’ and ‘Transformation in the ICF’; TOC development for how Capacity Building and Transformation happen in the ICF; Leading a team of researchers to address the questions using a Realist Approach; extracting lessons and learning on key themes from 400+ projects financed through UK Aid; designing primary data collection based on extensive and systematic literature review.
(CIFF ) - M&E Support
Main project features: Itad was commissioned by the Children’s Investment Fund Foundation (CIFF) to lead the Evaluation of CIFF’s Contribution to the 2015 International Climate Negotiations. The evaluation work was carried out by a team of international and national consultants, researchers, climate experts and evaluators. Our approach employed a mixed methodology and consisted of two separate but closely connected stages.
Activities performed: Providing on-going M&E technical support across CIFF’s Climate Change portfolio, including strategy-level key performance indicators, result framework, research methodology support and technical backstopping.
(WFP ) - Evaluation Manager
Main project features: JaRco Consulting provided evaluation services for a number of WFP projects.
Activities performed: Designed and set up a system of evaluation services; designed and managed five high-scoring evaluations; extracted lessons on evaluating gender in WFP’s programs for presentation in Rome in Feb 2016.

Ben provided evaluation services for a number of projects, including:
• Evaluation Manager on a mid-term review of WFP Zambia’s country program in 2014.
• Research Manager on a three-year UNICEF Ethiopia project to end child marriage
• Study Manager on research project looking at the role of senior midwives in Ethiopia for the Children’s Investment Fund Foundation (2015)
• Study Manager on a cross-border research of pastoralist programs between Kenya and Ethiopia for IGAD (2015)
• Design of tens of applied research projects (in Ethiopia and sub-Saharan African countries) exploring areas of maternal and new-born health, WASH, gender-based violence, food security and other areas.
• Design of a package of support for UNICEF to ‘Monitor and Implement Strategies to Improve the Quality of the Management of Severe Acute Malnutrition in Ethiopia’.
(Practical Action International ) - Policy and Advocacy Research Assistant
Main project features: Lessons learnt from Practical Action International’s approach to equipping vulnerable people to adapt to climate change.
Activities performed: Generation and synthesis of best practice/early lesson material relating to climate change adaptation, disaster risk reduction, and agricultural livelihoods from across Practical Action’s programs in Africa, Asia and Latin America.
(DFID) - Lead Consultant
Main project features: The overall goal of the Evidence and Lessons from Latin America (ELLA) project is to create an online knowledge sharing and learning platform that will collate knowledge of recent Latin American experiences on selected economic, environmental and governance issues and support learning between Latin America, South Asia and sub-Saharan Africa.
Activities performed: Design of the communications plan for ELLA, which focused on how learning members would engage with and take up the knowledge generated in Latin America.
